e way Bill registration

we have entered a contract agreement with an Industrial Builder for our warehouse construction project.Both of us have registered under e-waybill registration.
Now the contractor is insists on a
separate work order from us to consign the material to the site place .
is it necessary for the builder to do a separate e way bill registration
