Kindly refer Rule 55 of CGST Act for Delivery challan & Moreover the format of DC is same in respect of Fields in Tax Invoice except the heading is Delivering Challan instead of Tax Invoice.

The Recepeint can Return goods on Delivery Challan & the Eway can shall be generated on DC . Can enclosed the copy of Debit Note with Eway .
Sir in my case the supplier is generating E Way Bill. So I want to know whether the supplier can issue delivery challan to self.
The Recipient ( Customer ) needs to issue Delivery Challan and Return the Goods to the Supplier.

Yes Supplier can generate Eway on credit note  & can take goods return. 

Ask Supplier to mail you the copy of Eway & credit note & goods can be return on same
