yes you have to generate e-waybill
yes, you are liable to generate eway bill.
I think E-ricksha is move by mechanical Motor fitted therein
So as per Notification 12/2018 CT , & Rule 138 if the consignment value exceeds 50k & being transported via Motorised conveyance Eway is Mandatory.
