You can generate an e-way bill for an unknown or unregistered buyer by entering "URP" in the GSTIN field on the e-way bill portal and providing the recipient's address and contact details manually. Unregistered persons can also register on the portal using Form ENR-03 to obtain an Enrolment ID for easier compliance.
