e-way bill

1.sir can we make transactions with non registered purchaser above 50000? if yes then how we will generate eway bill for them.
2. sir if a vehicle consist of goods of different parties and all of them have a bill amount less than 50000 but the amount on whole vechicle is more than 50000 so does it require to generate eway bill and if yes then to which of the parties and if some parties are unregistered then how we generate eway bill to them??
