Goods value is more than 50000k but carry the goods non motorized in this case e way bill is required? Or only Generate only part A

No eway bill is required if goods are transported through non-motorised conveyance.
how to justify? if any issue from Department ?
Make a reference to clause (b) of rule 138(14) of CGST Rules, they will understand.
