At which website e-way bill will be generated? Please advise.

It will be available on GSTN portal. Not started yet
When it will get started, as rules are already notified? Whether we can send good out of state without e-way bill?
Please note that this Eway bill is also required to send goods within state also and not only for interstate transactions. As of now there is no option so you can continue your sale.
