I am a manufacturer cum retailer. I will sell my goods to the local retailers with in the premises of 75 kms through van. the retailer may or may not purchase. in this scenario how to generate e way bill?

yes it does not matter how much area in sale, once tme u raise invoice so he come under e way bill scheme
at time of movement e way bill is required. whereas details like name of consignee ,address,PAN etc., it is asking.
I can't provide such details bcz once it went to that area only I will be knowing who is going to purchase
