who has the liability to raise the e-waybill supplier or buyer or transporter????

It's Buyer
its supplier, he could even ask the buyer to raise e way bill , and also the transporter
Duty is of supplier but if supplier is unregistered duty transferred to purchaser & also raised by transporter if both can't.
