As far as I understand it's your question if Both you are registered person and goods value is exceeding of Rs. 500000 then mandatory of eway bill.
If value exceeds 50000 rupees then E-way bill is w
Value 50000 above but distance 10 km
Distance doesn't matter if value exceed 50000 then you need to make E-way bill
