e-tds on winnings from lotteries

Dear Members,

I have to file e-tds return for winnings from lotteries. While doing so by preparation utility by NSDL, even when 30% rate is selected the utility asks for PAN. But the client has not obtained it since  the rate of deduction in certainly above 20% and the prize holders do not have one also. If I create file (through 2.5 version) error report comes.What shall I do? Please let me know.
