I am confuse due date on portal shown 31st March 2019,GSTR 3B for month of July 2017 to September 2018.

20th of next month was deadline for every month-.Department has power to extend the deadline.
Due to practical issues several times deadline for filing various GST returns has been extended.
You might have read the theory .So the deadline need not be fixed for every month.
Hope you got some clarity now
