Dsc not accepted by gst portal

Dear Experts

Our authorised signatory has resigned and his DSC also expired. Now we have applied for accepting new authorised Signotory's DSC but last 3 month's we have tried through GST officer but till date it is not accepted.The officer telling what need to do we have done , nothing can be done from our side. As a result we can't file the GSTR-1 & GSTR-3B monthly basis and incurred daily penalty for non filing return moreover as per new GST council meeting who not file return for last two month's they will stop issue the e-way bill. 

So can anybody guide us how to comeout from this problem.
