I have liability of Dec, 2017.
I want to make voluntary payment now through DRC-03 but will file GSTR 9 later on.
Is this possible to do?
or should I make voluntary payment as arising under GSTR 9?

It is possible to make voluntary payment through DRC03 before filing GSTR9.
Press release dated 3.6.19 clarifies that such transaction should not be disclosed in GSTR9 but should be reported as a reconciliation item in GSTR9C

GSTR 9C is not required to be filed as the turnover does not exceed 2 crores, in this case what to do?
Then you can make voluntary payment through DRC03 before filing GSTR9 to avoid additional interest.
Don't consider that transaction in GSTR-9
Keep sufficient records/ workings to explain if questioned by the department in future.

Yes that was my main reason, basically I wanted to avoid additional interest but not sure how to reflect this in GSTR9. Thank you so much
As per me, you are not required to disclose such transaction in GSTR-9 as clarified in the press release.
Further, if included in GSTR9, then it would create additional liability
