Anybody facing issues with filing of DRC-03?

Form is not opening on explorer.. It has to be filed through DSC as applicant is a company so i can only use explorer in this case..
Try through chrome. and if you get port error i.e. 286 something. then for port error solution is available on you tube. i was facing same problem
