One of my friend's net taxable income in india for financial year ending in march 06 was less than 1,00,000 as he joined service in November 05. So no tax was deducted from his salary. But he has not filed his returns. Will he be fined for this???

currently he is ion zurich. And another problem is how do he file returns from there???

The return should be filled by the person who earing the income. It is mandetory even though your friend's income is below taxable limit. There is no penalty on the same but u should file the nil return.
Dear friend,
you are not liable to filr return of income

because section 139(1)  says that every person whose total income of the previous year exceed the maximun amount which is not chargeable to income tax in under an obligation to file return of income

since your total income of that year did'nt exceed Rs 100000/- you are not legally  liable to file return of income but if you wish u can file return no panalty can be imposed on you as you are filing the return voluntarily

Fine can be imposed only if there is any taxable income. For a person having income below taxable limit and not falling in 1/6 scheme is not required to file tax return mandatory. Choice is of assessee.
