do i need to take LUT if i am exporting with payment of tax..to bhutan...please guide me on this

Who can furnish LUT?
Exporters who have received a remittance which is higher of:
(a) Rs. one crore or
(b) 10% of export turnover
The main purpose of Bond or LUT is to prevent Cash Outflow from pocket of exporter to pay IGST

The above rule was before GST.
As per Notification 42/2017 IGST Act
supply of goods to Bhutan is considered as export But in case of Services payment reced in INR is treated as Exempted supply
Yes You can file LUT online on portal , pls refer circular 40/2018 , how to apply for LUT

what is the meaning of with payment of tax and without payment of tax in case of export.and what is it relevence with LUT
