make sure that in old GSTIN all returns, which requires as per law up to date of cancellation are filed and there is no GST liability pending.

Yes, you can apply for new registration. In some cases, the department will raise a query to find the reason why you had cancelled your earlier registration and why you want to apply new. If they are satisfied with your reason, then they will grant the registration else they will reject the application.
