Why companies Act does not permit distribution of dividend without providing for depreciation on Fixed Assets ?

Distribution of dividend is on profits of a company. To arrive at the profits that are available for distribution to shareholders certain deductions ate mandatory. One of which is depreciation on Fixed Assets.
Then why section 123 of companies Act 2013 mentions ONLY DEPEECIATION not other expenses ?
