Direct Admission To IPCC To 2nd Year Graduation Students??

hai.... 

Im a b.com 2nd year student from madras university as per calender year basis... therefore my  b.com 2nd year exam will commence on dec and i will complete my 2nd year by this comming dec i.e this year... i want to ask u that can i register for ipcc in starting of my 3rd year b.com or i have to wait till my 3rd year completes... pls give details regarding this and help  me soon... thanks
