Difference

Notice : it's information from dept (may be it will changeable after our attention)

Order : It's confirmation by dept (after our attention to the notice / others)

Notice- It is an Information/intimation by department before taking steps against Assessee mentioning the Specified time for it's reply and other steps to be taken by Assessee.

Order- It is Final Action which is being taken after not fulfilling the conditions mentioned in the Notice.

You can say Notice is 1st step and Order is Next step to Notice.
