Dsc problem while taking new rc

Please Some one give a solution for my problem

I want to take new GSTIN No.  Im given all the details and submitted. Whle login im getting DSC signature page also and i entered password. After that im getting "SYSTEM ERROR OCCUR" Msg. This ID not getting migration. 

Because of this problem i taken again new RC with the same details. Even though im getting same problem.  what can i do for that. 

Give me a better solution.
