service receiver is registered...

but at the time of filing gst by registered dealer.... this amount will be disallowed...
disallowed where ? this is not income tax to disallowe , there is no such of disallowance in gst returns
why not RCM ? could you explain please
as per 22nd council meeting , rcm has been suspended till 31st March 2018
then input tax credit???
