My principal is not signing my articleship form for the purpose of registration and it has been more than 30 days that has not signed in spite of giving a lot of reminders he Once Made excuse of that he is testing my sincerity because I was leave for 4 days and now he's just not signing it in spite of my telling him again and again even though he said that he will sign it he's not just signing at what should I do

There is no other option as you can not do anything but the only thing is to agree your principal to sign your form.As ICAI is also favour the members more than the students so the only thing you can do is to persuade your principal to sign your form.
leave the articleship and find somewhere else...if you principal is not signing for registration... just think what will you do if he doesn't signs for your termination?
I will go to office for at least one week more and see if he's ready to fill sign the form but still if he does not I think this is the indication of leaving him he does not probably need me or he is not impressed by my work
