Is it above subject taxable and Institute required to get registration?

yes institute is required to take GST no and charge GST @ 18%. Only education services provided by recognized institute are exempt from gst

If education institue is not registerd under GST and tenant is also not registered in GST. Now is GST payable?

only if Rental income more than twenty lakh PA is liable Education institute is liable
