C form submission to department is liability of seller, after colletion of same from the buyer.

if any default is done by buyer, then seller is free to claim the same from buyer by issue of  debit notes to buyer.

Supppse a register dealer buys certain goods which will be used in his business but will not be absorbed  in the goods being manufactured/resold or in case of goods in the nature of capital goods, still the register dealer can procure goods at a concessional rate ie  2%?

The purchasing dealer has to show the invoice details in their CST return

after that the department allow the dealer to generate the C form and download
