MAY A TAX PAYER DESPATCH GOODS WITH A DELIVERY CHALLAN IF HE WANT TO PREPARE TAX INVOICE AFTER THE RECEIPT OF GOODS BY A PURCHASER ?

BOTH SHOULD BE PRPARED @ THE TIME OF DISPATCH OF GOODS
Yes both is required.
I think that material can be despatched on delivery challan.
