Delay in tds certificate & salary

Dear Members,
Can you please resolve my query related to TDS.


I was working in a public limited company engaged in Manufacturing sector w.e.f. 2008 but resigned from the company in Feb,2014 by giving 3-months advance notice to the Employer(Management).

The company is in financial crisis had has seek financial assistance under CDR-scheme.

In FY 2013-14, I received salary for the Month of April,May & June only.The payment of salary was delayed due to poor financial condition of the company.
Also,when I left the company the management didn't give any Full & Final Settlement (FNF) citing same reasons.

Now the Query is :-

1. I have sent an email to the M.D. of the company to issue me TDS certificate for period of employment in the company in FY 2013-14
I have served the company for 10 Months & 11 Days in the FY 2013-14.

If the company fails to issue TDS certificate on time (i.e.) before my Audit for FY 2013-14 by my C.A. What steps can be taken by me to compel my employer to comply with TDS rules?

2. Also,as mentioned above I am yet to receive salary for 7 Months & 11 Days for FY 2013-14?
    How should I pay my Taxes correctly in absence of TDS certificate?
    Can this matter be escalated to I-T Authorities ?
