Technically, you have to apply for condonation and wait for the response. But in case if you do not receive a response, or if you do not get positive reply accepting your return then your return may be rendered as invalid which is as good as not filed. 

Practical approach would be file the original return again as revised return so that you can send signed ack to CPC in order to accept your return. 

what is CDR ?

I am still very confused as to what should be the right step to get my refund back ?

Should i wait for the condonation request or file the revised return ?
