Is administrative office where the accounting takes place and the factory in case of manufacturer or the site in case of construction activity can be considered as SINGLE UNIT ?

Do you have any case laws regarding this.
It can also be interpreted like Admin Office and factory / site as seperate units. Admin office as ISD ????
