In defination of aggregate turnover why they have separately mention inter state supply as it is already included in taxable supplies??

Actually it is "inter-state supply of persons having same PAN"
It means ATO includes supply to any agency or branch or between them

so it is already included in taxable supply so why they have mentioned seperately??
