Deductions claim at time of return

do all deductions have to be declared to employer for form 16 ? like i havent taken insurance but plan to take it before 31st march so i cant submit it to my employer now, will it be a problem if i declare it at time of returns ?

they dont accept beyond the deadline which i missed 10th jan, so i was wondering if i can claim it in my returns even if not declared to the employer?

Yes, you can claim it directly at the time of filing ITR. 

Though there can be query for that, but you can submit the proof, and justify the claim.

The general procedure now
If any information is missing in bank they deduct tds then it's advisable file returns and claim it in the returns.

If any deduction has not been declared at the time of tds deduction, one can claim the same at the time of filing of income tax return.
