As per my knowledge,

Blood cancer is not permanent PHYSICAL disability. So person suffering (Sec 80U) from blood cancer or person on whom such patient is dependent(sec 80DD) cannot claim so. Has the person submitted Form 10IA??

Sec 80DDB(1)(ii)   Malignant Cancers; & Form 10I seems applicable to Blood Cancer depending upon the percentage applicable
