Hi,

While purchasing a new house, one has paid Stamp duty Rs.104000/- and registration charges Rs.150000/-

Can he claim full deduction u/s 80C and 80EEA?

Yes you can claim under 80c up to a maximum of 1.5 lakhs. 80EE section is not applicable.
but how come registration charges is greater than Stamp duty
Within an overall ceiling limit of 150000/- under 80C , you can claim stamp duty to and registration charges.

No deduction under 80EEA as it's in respect of interest payment.
