How to differentiate between dealer and consumers, with GSTN no.?

Can you please elobrate your query

As final user of Goods/consumer is not required to take GSTIN, it's a business entity/dealer/person who is doing business/providing services has to take registration under GST.

GST dealer should take registration under gst, but in the case of consumer, need not take registration.

Earlier, with excise no. we used to differentiate and identify, whether, a party is dealer or consumer in B2B sales. now with GST no. is it possible?
