Now the rate of CST without 'C' form is equal to local VAT rate. I would like to know from which date this amendment has come into effect.

This amendment has come into effect from 01.04.2007 vide Taxation Laws Amendment Act, 2007.
Rgds/Dharmaraju
This amendment has come into effect from 1.4.2007.In F.Y 2007-2008 rate of C.S.T is 3%.
