If you are a regular traderyou are not supposed to buy goods from outside state without getting CST registrartion or at least applied for it. The goods are liable to be detained at your state entry checkpost, suspecting possible tax evasion. If you are not a regular registered VAT dealer, and the goods are for personal use ( Non trading) then you can provide a certificate of ownership to the seller, who is supposed to send the original of the certifcate along with the transporter.
Please note that in some states EG Kerala, this certificate is now online and has to be pre approved by the VAT officer. Also there is a monetary limit of the value of goods in most states.
