CS Final Test Papers

Well as per rules they are mandatory and you are supposed to submit them.  However in reality very few students submit them as till date ICSI has not tried to enforce the rule strictly.  In old syllabus submission was not necessary for appearance in final as examination form itself contained a declaration that if student have not submitted test papers then he can submit them in future, however cant say the same about new course.  Try to allocate some time as only 1 paper per subject is required now.
