CS completion certificate

Dear All,

Please help me by telling that under management training, In the CS completion certificate who signature is requested on the certificate?

Is the signature of director valid if there is no Company secretary employed in company? Though there is an employee in the compliance department who possess the degree of CS & same question is regarding the quarterly report also.
