conversion of regressive nature to progressive nature

regressive in nature in other words same amount of tax charged from both poor n rich people. It effects the poor people who purchase basic necessities aggressively.
whereas incase of direct tax, tax is charged by govt from person on basis of their income. Here high tax charged from rich people n low tax charged charged from poor people.

I want to know about whether it can be convert into regressive to progressive
