Construction cost for the purpose of paying construction labour cess for panchayat approval

My friend intends to apply for Village Panchayat approval for the proposed factory, in Tamilnadu. The authorities of the Village panchayat informed him to submit the estimated cost of the proposed building so as to arrive at 1% of construction cost,  to make  in terms of Tamil Nadu Manual Workers (Regulation of Employment and Conditions of Work) Act, 1982 (No.33 of 1982). 

In this regard, Could anyone update me regarding the minimum construction cost per square feet ( prescribed if any, by the construction labour welfare board or labour department of Tamilbnadu ) for a commercial building w.r.t payment of  cess, as per Tamil Nadu Manual Workers (Regulation of Employment and Conditions of Work) Act, 1982 (No.33 of 1982).
