confusion related to gst

I purchase raw material from registered user of other state and i sell this finished product to unregistered buyer only and all that buyer purchase below 5k only and on finished product 5%gst is applicable and my turnover is not 10 lac.
My doubt
1.i have to pay gst or not
2.i have to file gstr1 for below 5k sale or not
