according new sett off rule we have to nil IGST input first .. but portal not allow this error comes there that first clear your cgst input first

yeah @ mondira portal is not allow new sett off rule
You can edit the same on portal befor file.
As per the new notn.13/2019 CT DTD. 7th March 2019, taxes are to be discharged as per section 49, offset mechanism as per Section 49A is deferred till 30/6/19
