class meeting is for each class of creditors i.e secured and unsecured are different classes
ex secured creditor (loan providers , banks , PFI )
unsecured (suppliers, raw material providers etc. )

Yes both are creditors. Law says Creditor and class of creditor. Both should be considered separately.
