its depends on your annual turnover of previous financial year which should not exceed 75 lakh rupees for opting composition scheme
if you turnover is within limits, then you can opt for Composition levy. sec 10 is silent on interstate purchases

If your tax rate is 3% or 5% you shouldn't go for composition scheme it will cost you
