can anybody with less than 50 lacs turnover go for composite scheme in gst

Restaurant sector which are providing services is allowed in composition scheme rest other services are not included. Only Dealers dealing in goods are included in composition scheme if aggregate turnover in a financial year does not exceed INR 50 Lakh.
how can photocopy Xerox be considered service like restaurant....
in photocopy u r making something new n giving to customer..hence it's more of producing than servicing....
