It seems your certificate posted by ROC must have been lost in transit.  Please address an appropriate letter to the ROC stating the facts and  request him to issue the certificate on the basis of CIN no. allotted by the department.

Dear Pawan Ji, as per CA 1956, the company representative is required to publish the name of the company eg. board, print out etc at the gate of the office adress of the company as the certificate is posted at the address given. and if the person through whom the certificate has been issued does not find such address, the certificate comes back to concerned ROC. In such case the imposition of penalities and imprisonments for directors are there u/s. 147. So, it might happen that certificate had been came back to concerned ROC as the no person was found to receive the certificate. So, in such case you have to approch the concerned ROC's despach office and have to take the certificate from there. the email id of ROC can be found from ROC site.

Apart from the suggestion given by Mr. Mohit, the other way is to just apply online for the certified true copy of the said certificate of incorporation get it collected from the concerned office of the ROC.
