Commission to foreign agent.......whether sec 66a import of

Frnds please provide me the notification link or detail if u have with u regarding following issues

**** if payment made to Foreign commission agent than in that case we have to pay service tax as per sec.66A of finance act as we are the service receiver in that case i heard from my colleages that it is removed from the act via notification so pls provide me the link or notification no.of the same......
