I have a simple query ,,is there any time limit for applying for Certificate of Commence ment after getting COI??

There is no time limit specified.
Normally, when a public company is incorporated, it should comply with the required formalities and obtain the commencement of business certificate from the Registrar as soon as possible after formation because it cannot commence any business activities or exercise its borrowing powers without it.
I agree with ankur so its better to obtain certificate of commencement of business.
