Is TCS collected on inclusive of GST or not?

TDS and TCS both are considered on value exclusive of GST.

CBDT has clarified through Circular No. 23/2017 that if GST on services has been indicated separately in the invoice, then no tax would be deducted on GST component.
GST includes CGST, SGST, IGST, UTGST.
GST includes CGST, SGST, IGST, UTGST.
The said notification is about the TDS only.
It does not mention TCS or Section 206C.
